Does iPad support with CC?

Apple make announcement on new product called iPad. I wonder if there is Closed Caption is available. I took a good look and assure it have simple button to turn subtitle or CC. Thought on Closed Caption would required in public bar and restaurants

New law would be required to have Closed Caption (CC) in public such as bars and restaurants. I think that would be great. It’s not only for deaf but also for in noise rooms where full of people are talk too loud. All bars and restaurants with TVs would be required to show closed captioning [...]
